The following reports are from the inside of Pontiac Correctional Center or other IDOC correctional facilities, as reported by those with first-hand knowledge "from the inside."  I'm sharing these reports so the public understands what's going on inside the prison walls within the Illinois Department of Corrections.  These reports are submitted by guards, independent contractors, vendors, local law enforcement, inmates, and the families of inmates.  [CLICK TO SUBMIT A REPORT]

Facility: Pontiac Correctional Center (Pontiac, Illinois)
Description: Report that PCC has been ordered to replace and repair much of the plumbing in one of the medium security areas.  It is believed this area is currently clear of inmates that were already transferred out of PCC.

Facility: Dwight Correctional Center (Dwight, Illinois)
Description: Dwight Correctional Center was expected to fill 41 open positions in the wake of the Pontiac Prison closure.  In the last couple of weeks, it was reported that Dwight will not have these positions filled if PCC doesn't close.

Facility: Pontiac Correctional Center (Pontiac, Illinois)
Description: Reports that there have been two staff medical calls to PCC in the past two days.  It is unusual to have medical calls to PCC for staff/employee situations.  It is important to note that the type of medical calls is UNKNOWN, and may not be related to the closure of PCC.  UPDATE: A couple of additional report said these staff medical calls were weather related and not with inmates.

Description: Report that maximum security inmates will be transferred to Thomson next week.  However, the TRO (Temporary Restraining Order) will legally prevent any non-normal transfers from PCC.

Description: Report that PCC has ordered six-months of food (non-perishable) within the last few days.

Facility: Illinois Department of Corrections (IDOC)
Description: A vendor to the Illinois Department of Corrections has reported the IDOC is not paying vendors on time, and some vendors are planning on stopping shipments to correctional facilities, including food.

Facility: Stateville Correctional Center (Crest Hill/Joliet, Illinois)
Description: Reports indicate two of the guard towers at Stateville have roof issues.  Reports say these issues can be viewed from the road outside of the facility.

Facility: Thomson Correctional Center (Thomson, Illinois)
Description: A drywall ceiling in a cell house collapsed at Thomson Correctional Center.  Nobody was hurt.  An inmate reported hearing strange sounds just before the collapse.  From reports: Inmates from this unit are being housed in another unit of the facility, possibly in the maximum security area.  The collapse was severe, and it cut off power to the unit.  Water supply is possibly cut off.  Guard reports say other ceilings within the facility appear to be "bowing."  The union reports they have not been allowed access to the facility to inspect it on the grounds of safety concerns.

Facility: Pontiac Correctional Center (Pontiac, Illinois)
Description: Two Assistant Attorney Generals visited an inmate in Pontiac's condemned unit on Tuesday.  An officer in the parking lot noticed a vehicle with the truck not secured.  Since some medium security inmates can work outside details, this is a major issue.  Upon further investigation, eight (8) cans of beer were found inside the unsecured trunk.  This vehicle belonged to the two Assistant Attorney General's.  This incident was documented, but nobody is sure what the disposition will be.

Facility: Pontiac Correctional Center (Pontiac, Illinois)
Description: Pontiac Correctional Center staff has been told that offenders in the South Mental Health unit are to have paperwork stating they have "no issues or problems" so they can be transferred to any facility within the state, regardless if the facility has a special Mental Health unit.

Facility: Pontiac Correctional Center (Pontiac, Illinois)
Description: Between November 3rd and November 18th, at least twenty-eight (28) Pontiac Correctional Center inmates have been reclassified by IDOC in so they could be transferred to lower-security prisons around the state.  Twenty-six (26) inmates had their "escape risk" downgraded from 'moderate' to 'low'.  Two (2) inmates were downgraded from 'high' to 'moderate'.

Facility: Pontiac Correctional Center (Pontiac, Illinois)
Description: This afternoon, inmates were being notified of their transfers.  An inmate housed in the north cell house (which is where the worst of the worst are housed), became very upset and was stating "he was not going to transfer."  He then began to cut himself.  He is an inmate that no other facility in the state wants to handle.  He was treated in the PCC health care unit.

Facility: Lawrence Correctional Center (Sumner, Illinois)
Description: Inmates (due to transfers from PCC) are being double-celled.  These inmates are "segregation" inmates and should not be double-celled.  This is a security risk to the inmates and staff.

Facility: Sheridan Correctional Center (Sheridan, Illinois)
Description: This facility runs the Governor's "Drug Rehab" program, designed to reduce recidivism by providing drug rehab to inmates.  It was reported that those individuals in this program are provided multiple chances to pass a drug screening test.  In some cases, 10 to 15 attempts, in order to pass so the state doesn't have to violate their parole.
Additional Info: This program is the primary source of the Governor's plan to reduce recidivism.  In order for it to appear successful, having individuals fail drug screenings would look bad.

Facility: Stateville Correctional Center (Crest Hill/Joliet, Illinois)
Description: Stateville had an outside wall that was in very bad condition, and it crumbed apart while inmates were outside in that yard.  All inmates were ordered away from the wall and to get on the ground.  They were then hand-cuffed and escorted out of the yard.
Additional Info: This information comes from a PCC guard who was told by an inmate who was located at Stateville and transferred to Pontiac.  The inmate said they were hand-cuffed because the Stateville guards didn't want any inmates to attempt to escape through the broken wall.

Description: Report that one of the cell houses at Stateville does not have working plumbing, and inmates are forced to use outside port-a-pottys.  At night, inmates are provided buckets, which are cleaned each day.

Facility: Pontiac Correctional Center (Pontiac, Illinois)
Description: Informed that PCC currently has 107 inmates that violated their paroles.  This shows how low the number is within the state of Illinois correctional system.  This number would be expected to be higher.
Additional Info: This information was provided after the press conference this afternoon, regarding recidivism rates in Illinois being at an all-time low.  Mayor McCoy's opinion from his research is that the Governor and IDOC are not violating parolees in order to save money.

Facility: Lawrence Correctional Center (Sumner, Illinois)
Description: Inmates rip out four toilets from cells.
Additional Info: Lawrence does not have the special hardware and equipment needed for these inmates.  Lawrence was not a maximum security facility until the PCC closure.

Facility: Menard Correctional Center (Menard, Illinois)
Description: Two staff assaults.

Facility: Pontiac Correctional Center (Pontiac, Illinois)
Description: Five inmates from PCC were reclassified down from Protective Custody (PC).  One is a sex offender.  By reclassifying them, they can be put back into the general population and they will no longer be protected.  These five inmates were transferred from PCC already.

Facility: Lawrence Correctional Center (Sumner, Illinois)
Description: Transferred inmates arrived at Lawrence.  The facility didn't have enough space to house the inmates for the night.  Preparations were made for sleeping on the gym floor.  Some of the inmates (exact number unknown) were placed into correctional center vehicles (believed in vans), and driven around all night.

Facility: Pontiac Correctional Center (Pontiac, Illinois)
Description: Staff informed that no inmate transfers occurred last week (Nov 10-14, 2008) from Pontiac.  Next week (Nov 17-21, 2008), no inmate transfers expected.  Following week (Nov 24-28, 2008 - Thanksgiving week), expected to transfer over 300 inmates from Pontiac Correctional Center.
Additional Info: NOTE: On Thanksgiving week, the staff is expected to be decreased and office staff is on a three-day week for the holiday.

Description: Pinckneyville and Big Muddy River correctional facilities went on lockdown sometime during the week of November 10-14, 2008.  Pinckneyville lockdown due to two staff assaults.  Big Muddy River lockdown due to inmate fights.

Facility: Pontiac Correctional Center (Pontiac, Illinois)
Description: A Pontiac inmate being readied for transfer from Pontiac was very upset and didn't want to be transferred.  He stated he didn't want to be transferred because his family (from the Chicago area) wouldn't be able to visit him if moved farther away from Chicago.  He became so upset that he began to bang his head against a wall, splitting it open and causing him to be rushed to the medical unit for treatment.  Because of the injury, he did not transfer on the bus that day.  The next day, he was transferred on a single "writ" vehicle.  (A car or van.)

Facility: Lawrence Correctional Center (Sumner, Illinois)
Description: An inmate recently transferred from Pontiac to Lawrence became upset from the transfer and cut himself multiple times.  He bled out to the point that Lawrence couldn't handle the situation.  The inmate was transferred for medical attention to Champaign, Illinois.  The inmate survived, but almost didn't make it.

Description: Inmate told he was going to transfer took a zipper and began to cut himself on the legs.  He stated he did not want to be transferred.
